Evaluating the Practice of Fiqh Siyāsah Tanfiẓiyah in Village Institutional Governance: A Case Study of Pekon Way Empulau Ulu, Indonesia

Background: The success of democratic village governance is essential to promoting the welfare of local communities. In Pekon Way Empulau Ulu, Balik Bukit District, West Lampung Regency, the Village Consultative Institution (Lembaga Himpun Pemekonan) has been observed to play a relatively passive role in fulfilling its responsibilities. Understanding the reasons behind this inactivity requires not only a governance analysis but also an evaluation through the lens of Islamic political law, particularly the principles of fiqh siyāsah tanfiẓiyah, which emphasize trust, justice, and community consultation.
Aims: This study aims to assess the role and function of the Village Consultative Institution in enhancing community welfare and to analyze whether their governance practices align with the principles of fiqh siyāsah tanfiẓiyah.
Methods: Using a qualitative descriptive method, the research collected data through interviews and documentation involving eight participants, consisting of village officials, institution members, and local residents. The data were analyzed thematically to reveal patterns of governance behavior and their compliance with Islamic governance principles.
Results: The findings show that the Village Consultative Institution has been largely ineffective in carrying out its duties, such as drafting village regulations, accommodating public aspirations, and supervising village leadership. Several key development needs, including infrastructure improvements and the distribution of village funds, remain unmet. Furthermore, the institution’s operations often lack transparency, accountability, and active community participation, deviating from Islamic ethical standards.
Conclusion: The current practices of the Village Consultative Institution in Pekon Way Empulau Ulu do not fully reflect the ideals of fiqh siyāsah tanfiẓiyah. To achieve meaningful rural development, stronger community engagement, transparent governance, and a firm commitment to Islamic administrative ethics are urgently needed.
